Resolved Question: What does it mean if a curb has red paint at both ends but none in between.?

I live in Daly City, CA. in a residential street where a certain curb has red paint on both ends but no paint in the middle just the color of the cement. The ticket state blocking the driveway. My car is a 1998 2 door Honda Civic and there is a 5 inches over the curb on both ends where the red paint are. Is that blocking the driveway as ticket states.
