Voting Question: Tenants Right? What do I do for a rodent problem?

What are my right's as a tenent in California. I like in Daly City, CA and my apartment is giving me problems. I moved in Sept 2008 and since then I have had mold, gas leak, mice. And now I have another rodent issue where they are in the walls and I am hearing scratching noises that are keeping me up at night.
